hold, not be convenient for matters of business to be
discussed between them. His Majesty's Consul General
at Canton is the natural medium of official intercourse
between the Governments of Canton and Hongkong and I
think it will in the long run be found better not to
depart from this rule.
The Governor of a British Colony is far too import-
ant a personage to exchange civilities with the Gov-
ernor General of a Chinese Province on a footing of per-
fect reciprocity.
I beg also to direct Your Lordship's attention to
the conversation between Mr. Carnegie and the Viceroy
regarding the Canton-Kowloon Railway and the projected
line from Canton to Whampoa.
